Picked this up at the range yesterday. It looks to be cut down from Lake City 1968 30-06 brass, according to the headstamp. Measures roughly 8mm inside the neck, 1.28" long. Sitting next to one of my 7.62x39's for reference.

Apparently it's normal and built into the gun from the factory to differentiate between a military and civilian version of the gun. Just thought I'd share and find out if anyone else's Saiga does the same thing. It resizes fine so not worried about that issue.
