No pay for the shooter is necessary. I would note that many of the firing squads that states used to employ were comprised of volunteers, which IMO, they should be. Two reasons for this. One, it saves the state money. Two, and more importantly, it allows the public, against whom the crime was committed, to participate in the punishment. Kinda reminds me of the Old Testament where the whole community administered justice.
