Look at the Georgia Arms .357 Magnum 158gr Plated Semi-Wadcutter. It uses the Rainier totally encapsulated bullet, which doesn't like high barrel forces, so they run it a little cooler than a standard .357 load.

"...there really are no 'fouling issues' using..." There are if you're reloading with cast bullets in .38 cases. You get a ring of lube gunk building up in the cylinders. Comes out with normal cleaning, but it does exist. Of course, jacketed bullets don't have any lube. Gets expensive shooting jacketed bullets regularly though.
The best solution is to get into reloading. Then load .357 cases to .38 velocities. Makes the whole issue go away and you'll be shooting ammo that is tailored to your revolver.
