If she "really doesn't want to own her own weapon" then I doubt she'll carry it, so why are you limiting her to handguns?
My wife is almost phobic about handguns, she's not politically opposed to them, but she doesn't want to touch one either. If someone tries to break into our house when I'm not home she's not even going to think about the Steyr M40 in it's case under my side of the bed, she's going to grab her trusty old Winchester 16ga (the one she's hunted with since she was young) and God help whoever ends up in her sights
