Easy racking 9mm?

Consider a Browning HP, or Colt 1911 with NO full length rod, and teach the operator to use an object to press the portion of the slide that is under the barrel to cycle the slide. Once mastered, it becomes pretty easy to chamber or cycle the gun. Bianchi used to made a holster that had a "shoulder" inside, near the trigger guard area, to do exactly this while drawing the gun from the holster. That's similar in concept to EFK holsters. They made one for makarov and glocks. The makarov one you can just push gun downward thru holster and it will chamber round and disable safety

Ruger's LC380 (not the LCP), its their LC9 chambered for .380 (9x17mm ~ so it meets your criteria) and it is one of the easiest I've ever handled, plus it's still a locked breech gun, so recoil will be mild.

I would take her to the gun store and using proper technique, let her try a few good brands. Try some medium size pistols too. Let her decide.

Little and old are the key words How about a decent .38 revolver. Don't have to fight a spring to charge it. Always at the ready. (Frankly your best bet is take her to a range just to see what she can handle)
