My understanding is that it's not a rule yet. It's a proposed rule, and still open for public comment. If anyone can find where to send comments, we should probably all do so -- not that it'll matter.

It doesn't apply to reloaders. The proposed changes are to 27 CFR 555.201(f).

Exemptions listed in 555.141 will remain in effect:

(4) Small arms ammunition and components of small arms ammunition.
