Which AR-15 upper?

I am building an AR for plinking and just to have fun. I think i have it narrowed down to 2 uppers.

The first is Palmetto State Armory PSA 16'' Hammer Forged Midlength Upper.

The second is Surplus Ammo & Arms Chrome Lined AR-15 M4 16" Upper

The surplus arms upper I can pickup locally for $455 plus 6% tax.

The PSA upper I will have to wait 10-15 days and will cost me $50 more.

Is there other uppers I should be looking at in this price range?

To me, the PSA would be the better choice due to the fact that it has a hammer forged FN barrel. It's also a 1:7 twist whcih may be more versatile if you want to shoot heavier rounds. To me that would be well worth the extra $50. If you don't plan on putting thousands of rounds down the tube, it may not be of any importance to you. I don't think you could go wrong with either of these.
