what "level" 45/70 are h/r nef singles??

As I'm sure many are aware there are at least three levels of 45/70 power. Black powder/trappdoor is weakest. Then there is marlin 1894/modern. Then there is ruger# 1/apc stoppers. But what I have never seen is where the "affordable" break open single shots like NEF makes fit in to these levels. Anyone seen anything ?

New England Firearms makes a single shot rifle chambered in 450 Marlin, which is the equivalent of a 45-70 level three load. The 45-70 from the same gun should do the same.

And there are four (4) levels to 45-70 Government.

Level one, 17000 CUP loads (BP, trapdoor)
Level two, 28000 CUP loads (older lever guns)
Level three 40000 CUP loads (modern lever guns)
Level four 50000 CUP loads (Browning Highwall, Ruger #1)
