What does PERC + 20 hours mean?

In the help wanted ads for armed security guards in the Chicago Tribune it lists as a requirement "PERC + 20 hours". What does that mean?

PERC may refer to Prevention and Early Resolution of Conflict. If so, then the 20 hours might refer to a desired amount of training (eg college hours, specific subject hours, etc.).

Please note, this is a complete guess on my part.

Anyone in the appropriate area know for sure?
