The question only refers to "sniper rifles" not mentioning .50 caliber, even though that's the root issue.

Seems to me that a "sniper" rifle is any rifle of any caliber used by a marksman to shoot a specific target at any range from cover or concealment.

The idea that a .50 cal rifle is a security threat to anyone is laughable. We would have been better off if Timothy McVeigh tried using one rather than a rental van full of fertilizer and diesel fuel. He would have been shot by a cop or citizen before he got the 20+ pound behemoth set up.
