Shotgun Identification??

maybe one of you Pros can help..I came across this recently..Looks like it may be a 16 gauge French Shotgun that shoots paper Loads?? Does anyone know who the maker might be or the value of this relic??..I tried to post as many pics as possible.

more pics--I was told it perhaps made in St.ETIENNE..but I cant be sure..I took pics of whatever stamps there are on it.
