I have a 1876 winchester(manufactured 1884) on auction arms right now. The high bidder on it at this time is from Germany.I recieved an e mail from him stateing that because of its age I could ship to Germany to him and no need for an FFL.Now I know that I can ship this firearm myself to out of state buyers but I am very sceptical about shipping out of country. He says he has a permit to buy from the German goverment and will send it to me.
Anyone have any ideas or sugestions on this transaction? Would be thankful for any help.

Normally, all firearm exports have to go though the Department of Defense Trade Controls. An export permit will have to be obtained from them. But firearms manufactured prior to 1896 are "supposedly" exempt from this requirement. Their website is: www.pmdtc.org

If it is a cap and ball fire arm, BATF "supposedly" does not recognise it as a firearm. But this may not be the case with Germany(it may still be considered a firearm).

Check also the BATF website: www.atf.treas.gov
and look under firearm exports.
hope this helps,
