Ruger GSR Scout Rifle question

I have one, a left-hand version with stainless 18” barrel in .308.

My question is, could I have it re-barreled to 7-08 or 260 Remington?

Yes, no problem at all with those choices. However, it might be cheaper for your to just buy a different rifle.

Suspect the trick would be finding a barrel. Ruger's making the thing in 6.5 Creedmoor though. That's close to a .260 Rem. It's only available from Gallery of Guns. No MSRP available.
Douglas will custom fit one of their barrels for $500.
