Quick question

I ordered a Px4 storm .45 on 04/22 (day I sent money order and ffl). Gun was shipped yesterday 04/24 via usps ground. Now my question is why couldn't I fill out the 4473 now instead of waiting for it to actually arrive at the gun store?

The reason I'm asking is because I still have to wait 3 days after the gun arrives to go pick it up.

My mistake, I just reread the my OP. I meant to ask why couldn't I fill out the 4473 today (at the shop) and start the clock on the 3 day waiting period. I guess I am just curious if this is law or a policy?

Note: I asked the guy at the shop and he said I had to wait until the gun arrived. Explanation was "thats just the way it is".
