P08 won't cock

I have an odd issue with my (soviet capture frankengun) Luger P08. If I shoot with straight arm, everything works great. If I "limp wrist" it, it feeds, but does not cock. The odd part is, feeding requires way more action travel than the cocking (which happens within half an inch of closed breach). Any suggestions what to look for?

If the toggle closes fully, there is no way the Luger feeds but won't stay cocked unless something is defective in the trigger/sear/firing pin mechanism. I can't see that limp wristing would matter.

Jim, so said everyone else standing around, but the effect was reproducible. My big worry is actually not so much the occasional misfire, but that some misalignment or insufficient sear overlap will at some point result in an unintended or auto fire, these things have no additional internal safety after all.
