However, she was not in Ohio for 9 months at 2006 because she went to germany (college study abroad thingy).
I recalled that if she wasn't an Ohio resident for the last 5 years, she will have to pay extra for the FBI check.
Does that apply to her since she wasn't in the country for 8~9 months?
