I'm in the process of writing my Congresmen. What is the proper way to address them?

Dear Congressman Rahall ?
Dear Representative Rahall ?

One of mine is a woman. Is she still a Congressman?

Thanks,
Shawn

Letters to Congress persons are addressed as Honorable. Is that ironic or an oxymoron?:D

The Honorable (full name)
__(Rm.#)__(name of)House Office Building
United States House of Representatives
Washington, DC 20515

Dear Representative:

I like guns, I think they are neat.......
