Go ahead and use the .30-06 dies but you had better flare the case mouths (not just camphering) to keep from possibly crushing the necks. But the main question is--why are using .311s unless they are going to be cast lead?
It been re-chambered or rebarreled? Have you slugged the barrel?
The 7.7 wont do anything due to the 200ish thou case length difference. It might catch a wee bit of the neck though. The Jap case is 3 thou bigger at the head too. You may want to check that as well.

I only found out it was chambered in 30-06 because i bought some 7.7x58 jap ammo for it, because the gun shop that sold it to me. Told me it was chambered in that cal. Well i shot about 4 rds and i had blow back and inspected the cases they look like 30-06 cases, i did some research and looks like there were some arisakas re-chambered in 30-06 but left the 7.7bore. i paid like 100 bucks for this rifle its light and rugged, it had a sporter stock on it and already drill/taped for scope, i just wanted it as a hog rifle to lug around the woods not worried about scratching etc etc.
I had a 7.7 Arisaka rechambered (not rebarreled) for 06 also. Mine shot .308 bullets very well in 150, 180, and 200gr bullets. It is my understanding that tolerances were not very tight, and barrel diameters were varied. Your might be a little bigger than mine if your rifling is in good condition.
Mine seemed to like the heavier loads better. I remember my brother getting a bear with a 200Gr Nosler Partition over 55gr IMR4350 and I took a deer with a 180gr Speer Mag Tip over 57gr of IMR4350.
Target loads were 147 FMJBT over 57 gr 4350, and they shot okay, not not nearly as tight as the others.
