Right on Jim. Great proposal. Glad to see Montana is going back to the basics of personal self defense as a constitutional right. Maybe someone over there read your thread all those years ago. I think anyone that wishes to carry should have the training given the complexity of self defense laws. It is indeed a minimal requirement that just make sense and should not impede the RKBA.

I'm not trying to argue against what is now being called Constitutional Carry. I studied the effects in Alaska once we had some data post-conversion and it looks good.

The issue is, if full-on CC won't fly, this is a decent fallback alternative.
