I just had an Idea for a project (10/22 butchery) any way, I know the legal shortest rifle barrel is 16", but what is the shortest legal overall legnth? 24"?and does a "rifle" need a stock? or would a pistol grip with no folder be alright? I live in Oregon, so thank goodness no California B.S.

Any rifle that OAL is 28 inches or shorter must be registered as a Short Barreled Rifle with BATF the NFA Act of 1934 is either / or barrel length shorter than 16inches and/or OAL under 28 inches.

I just bought a US Arms PMA-1P that is a 3 series mossberg semi auto .22 with a pistol grip instead of a butt stock. It also has a fold down forend for an extra hand hold. I think a 10/22 version would be pretty neat. That's why I bought mine, not because it serves a real purpose, it's just a nifty toy.

It must have a 16 inch barrel and 26 inches overall. This can be gotten around in most states by getting it approved as a SBR, but it's alot of hoops to go through. I've been wanting to SBR a 10/22 on a butler creek folder for awhile...

Per the NFA of 1934, minimum barrel length on a rifle is 16". Minimum overall length is 26". Your state may have more restrictive laws.

OK so is it 28" or 26" overall? and is only a pistol grip OK? (no stock)

Yup, no butt stock. Here's a horrible camera phone quality pic for you:
