601.12.2 Antique Firearms
Antique firearms sent as curios or museum pieces may be accepted for mailing without regard to 12.1.3 through 12.1.6.
601.12.1.1g Antique firearm means any firearm (including those with a matchlock, flintlock, percussion cap, or similar type of ignition system) manufactured in or before 1898, or any replica thereof, if such replica:
1. Is not designed or redesigned for using rimfire or conventional centerfire fixed ammunition.
2. Uses rimfire or conventional centerfire fixed ammunition that is no longer manufactured in the United States and that is not readily available in the ordinary channels of commercial trade.

FWIW that particular category of antique firearms- replicas that use ammo that's not commercially available- almost doesn't exist anymore. One downside of the Internet is that the "ordinary channels of commercial trade" are much broader than when the law was drafted. If a firearm is interesting enough for someone to make a replica, it's almost a certainty that somebody somewhere is offering special-order custom-loaded ammo for it, and you can find his or her name with a Google search.38 long Colt may be available as regular channel ammo, too.

Only an 01FFL can send or receive a handgun via USPS, whether it is C&R or not, 03FFLs and civilians cannot.
Anyone can send a handgun via UPS or Fedex, but the receiver must be an 01FFL (any handgun) or 03FFL (C&R handguns).

That said, I would suggest that Troy_McClure may want to check out the UPS "Next Day Air Saver" service; the cost is generally 2/3 to 3/4 of normal Next Day Air, and the only difference is that they don't guarantee AM delivery.
