Help with identifing S&W 60 - 449 .38 victory

Have a Smith and Wesson model 60 (under 60 is the number 449)
stainless steel or nickel finish that I need some help finding out a history.
It's 2 inch -- serial # V 254***
Actually no markings as to it being a 38 or 38 special.
Alll serial numbers match.
Has W. M. S. engraved into the left hand frame (I assume a previous owner).
All original.

I know it is a Victory model from the serial number. WWII
I assume it has been customized by the finish and engraving.
History I can find is it could be a US government issued to military police investigator or special outfits such as the Office of Strategic Services (forerunner of the CIA).

Anybody have any suggestions or can help with identifying this gun?
