I find this information quite interesting. It seems that a number of mass murders are stopped before SWAT gets on the sight of the crime.
Little mention in the media.

That is an interesting data set although I am uncertain about it's usefulness.

I did not realize that so many people responded to the Westgate Mall Terror Attack. Also I don't know who is responsible for updating the data but Abdul Haji is a Counter-Terror Armed Law Enforcement Agent who was on duty at the time of the attack but took action on his own to go to the mall and effect a rescue of his brother who was trapped in the mall. He did this without assistance from officers on the scene or an kind of authorization. Could make a good movie plot.
