General High Cap Mag Question

I know rifle magazine capacity is largely determined by size but is mag capacity on handguns determined solely by the follower?

I've thought of stocking up on mags for guns I *might* want to buy in the future in case of a ban but that seems costly and a bit silly. Could I stock up on followers? Would that work? I'm guessing it would be a legal gray area.

Most of the "Kalifornia Legal" 10 round handgun mags I see have a solid hunk at the bottom an inch or two long. You'll probably have to buy the entire mag in most cases.

Other 10 round mags have indentations in the mag body that do not allow the follower to go down any further, so it limits capacity to 10 rounds, with an inch or two of empty space in the bottom of the mag.
