Free-Floating Forend Wobble

I've put together a "beater" lightweight AR-15, consisting of a Bushmaster Carbon-15 on which I replaced the forend with a Troy free-floating forend in Spectre configuration. I added Mag-Pul lightweight back-up sights and replaced the stock sight with an Eotec clone. Unfortunately, I've discovered that no matter how much I tighten the forend, there is about 3/16" of play if I twist it. I have temporarily solved (?) the problem by moving the sight forward about three notches so that it clamps onto both the receiver and forend rail. Naturally, if I remove that sight, I'm back to a loose rail.

Does anyone have any suggestions about how to stabilize the forend?

It sounds like your anti-rotation screws aren't working at all, and the tube is twisting until it contacts the gas block or gas tube.

I would do the following, in whichever order you prefer:
A - Contact Troy, to see what they think.
II - Contact Bushmaster, to see if they use a non-standard barrel nut on the Carbon 15.
4.a - Tear it apart to see what's going on.
