18 USC 926 is the act that allows LEOs nationwide concealed carry - it was passed in 2004.
FOPA is the Firearm Owners Protection Act and was passed in 1986.

I haven't been able to find the text of the act online. You might need to contact the Library of Congress and ask them for the text of the act. Pub. L. No. 99-308, 100 Stat. 449 (May 19, 1986)

18 USC 926 is the act that allows LEOs nationwide concealed carry
926B and 926C are the sections covering LEOs.
926A covers interstate transportation of firearms. That section applies to anyone not just for LEOs.
926 are the opening paragraphs of the section.
