Flare gun insert to shoot .410 or 45 long colt --Paper work?

I have flare gun and was going to order a insert for it so I can shoot a .410 load or 45 long colt. I guess this turns it into a firearm, I wonder if you have to do any paper work on it ?

Seems to me that a muzzle loaded barrel insert with breechplug and central nipple would have the least legal issues. It would also contain all chamber pressure and firing stress in the insert with only recoil back thrust of the insert being taken by the flaregun breech mechanism.

If it is a plastic frame flare gun like many newer ones, I would wonder about the strength of the frame to handle the recoil of fired more than a few times.
 
It's a rifled barrel. You are correct, using it makes your flare gun into a firearm (handgun). No paperwork required ... but don't sell it like that except through an FFL as a pistol.
