Finding a Surplus 4895 Load .270 130 SST

Hey all, I have about 6 pounds of 4895 that seems too fast. I'm getting pressure signs at minimum loads, and it seems faster than normal. Judging from my experiments in .270 with 130 SSTs, I have found that my rifle likes a load about .5 grains below published minimums. I know, I know...but 42.5 grains seems to be the load that settles it down and I quit getting excessive recoil and pressure signs. With 130 core lokts, I had pressure signs to include extractor marks at 44 grains. I haven't pushed the SSTs that hot yet.

This is surplus powder, and seems it failed testing, if what I read about surplus powder is anything to believe. Am I in a danger zone with this powder, or can I burn it up on this load? I'm using load data for IMR, but even the minimum there seems to be too hot. Hornady's load data is down, so I'm looking for suggestions.
