gunsamerica.com has a FFL database. It's easy to use. I found very reliable FFL through them. The man is a decorated Vietnam vet that only charges a $20 transfer fee. Tough to do better than that.

www.shotgunnews.com has an ffl guide that will find dealers by state or zip code that will order or do transfers. For some of them it lists the fees that they charge. It will even print up a map for you to locate them.
