Civilion AK74?

Yep.
One of the best is by Ohio Rapid Fire.
They use brand new Bulgarian de-milled military rifles kits, and assemble the kit to an American made Arsenal stamped receiver.

These are top of the line rifles:

Bunch of different sources for them right now, many built on surplus Polish Tantal/wz.88 kits. Krebs does really nice ones.

There were CUR2s; MKIIs; and SAR2s out for a while. They are all Romanian and are pretty much sporterized AK 74s. Now there are also WASR 2s which have been available for some time now whereas the aforementioned are no longer able to be imported.

And like DFarishwheel said, there are people who build up rifles from Bulgarian AK 74 kits, along with rifles from Tantal kits (although the Tantal is a bit different than standard AK74) available from CAI.

Also, contrary to whatever marketing ploy you will see, there are no Russian 74 kits or rifles available. The Bulgarian rifles were almost exact copies though and if are so inclined you can get a pro builder to engrave selector markings, trunnion markings, serial numbers, and arsenal stamps for a good clone.
