CA assault weapons out of state transfer

Can a California resident legally sell a CA state registered assault weapon by sending it directly to an out of state FFL holder?

Or does the person that legally owns a CA registered assault weapon have to go through a CA state Assault weapons dealer to handle an out of state transfer to an out of state FFL holder?
