I'd like to start browsing the Internet auction sites for milsurps but am not sure about the actual transfer process if I should buy one. I have a C&R - can an individual transfer a C&R firearm to me if they don't have one themselves? I'm trying to avoid the whole 01 FFL middle-man transfer issue.

Don't take this as an insult, but you need to read the regulations book the ATF sent you. Messing up something with the ATF is no better than messing it up with the IRS, you will really regret it if caught. I would not use the license until you know more about it.

Well, there are aspects of the license I know and those I don't. I'm comfortable with the former, and was curious about the latter.
