One of the USPSA matches I used to attend had shotgun side matches like you describe.
They mostly used home made steel targets of various sizes, sitting on stands made of cement block, wood posts stuffed in auto wheels, whatever they could scrounge.
When they used clay birds, those were just scattered over the berms, nothing fancy.
The ammo was limited to small birdshot, only.
The shotgun matches were very popular and well attended, proving there's really no need to spend a lot of money.
A little imagination goes a long way.
But if you want to buy ready mades, Champion targets, Birchwood Casey and most of the mail order houses have them.
