Ones I have seen advertised (www.gunbroker.com) can be bought without going through FFL, however, most want copy of drivers' license, etc.

Suggest you call local gun shop or range for rules specific to your area.

Federal laws doesn't regulate the interstate transfer or in-state transfer of non-cartridge black powder firearms. However, your state and local laws may differ. In CA, blackpowder guns are considered as "firearms" for the purpose of keeping records, charging fees and other troublesome nonsense. So, when I bought my first blackpowder revolver, I mail ordered it from Gil Hebard in IL and ignored the troublesome CA laws.
