Love to see objective 4-Ply Denim tests in gel on the following self defense loads that I believe might lead the pack for 2" snubnose revolvers:

1. Buffalo Bore's Short Barrel Standard Pressure 158-gr. Lead Wadcutter HP (Item #20C) at 850 fps in 2" snubnose.

Have no problem with pin-point shooting with pistols or rifles, but PD's say that most shootings are with moving targets, where the bullet penetrates at an odd angle, and/or has to first go through an arm / hand/ leg before attempting to reach the vitals.

This is why (after shot placement) penetration is a key - especially with a low velocity snubnose 38 Special that's less accurate than most other types of pistols (unless you're using a laser) and penetrates less than the major calibers.
