Proposed legislation in California to control pneumatic arms and propellant AIR/CO2 with annual licensing at $95.00 (Air User Certificate) with state controlled refill facilities charging an air excise tax on refills!!and a $10,000 non-compliance fine. AB1984 has recently been codified into California Law!!!There are no refill facilities as yet but California has used "stimulus money" to hire enforcers! This law actually goes into effect on 1 June, 2009.
The author of this bill, Assembly Woman, Juanita Wilson (D. Berkley), Claims she did this "for the children"!!
