This was a common occurrence with American military ammo (and Federal cases, if I remember correctly), years ago. Nowadays, it is rarely found. Aside from possibly bending or breaking (it never happed to me despite the off-center holes),a decapping pin, the resultant hand loads will not be affected.
If is cased by poorly designed tools for punching the flash holes. Some kind of a sliding sleeve small enough to enter the primer pocket and keep the flash hole punch centered would avoid that problem. Evidently, the company that made your brass has not perfected their process yet.
