This was a surprise for me, but I guess the 9th Circuit is somewhat known for being unpredictable. The court overturned a lower court ruling that had upheld a county zoning law which had the effect of making it impossible to open a gun shop anywhere in the county. I haven't read the actual decision, but the article reports that the court delved deeply into the history of the 2nd Amendment, which could bode well if the government decides to appeal to the Supreme Court.
