Thats a little simplistic. There is now CASE LAW saying that bullets with any steel insert in the the body of the bullet ARE in fact "armor piercing".
That is NOT how the regulation reads, but the courts have decided to interpert it that way.
Outcry from the gun community will not trump a court decision.
Outcry from the gun community DID trump regulatory action by the ATF. The ATF DID try to ban import of green tip, but the outcry was immediate and effective.

Absent CASE LAW, combined with gun community & congressional interest, the ATF did not go through with the ban. Maybe some day, if there is CASE LAW, we'll have a different, less simplistic, discussion
