looking at pictures on Google, it looks like you could lock the side pockets, but not the center. I always just use luggage locks through the zipper pulls if I am carrying in a bag like that.
I do believe that it meets California's requirement for a locked container, but for the security of your weapon, just remember that a ball point pen (or anything pointy) can be jammed into the closed zipper to open it up in no time flat. items can be removed, then (if the pouch has a pair of zipper pulls) the locked zipper pair can be dragged over the opened section to reseal it, hiding the fact that it has been opened.
