.308 win vs 7.62x54r

I am looking through My Hornady Reloading manual (3rd edition) comparing the .308 win loads to the loads listed for the 7.62X54R and wondering if there is a simple reason why to takes 5.8 grains of powder to get the same results? Is the 308 more effecient for some reason?

What I am referring to is that listed loads for those cartridges using a 150 gr. spire bullet going 2800fps using IMR 4064 suggests 44.9 gr in the 308 and 49.1 in the 7.62X54R. I notice there are some differences in the case demensions and shoulder angle. Is the reason just the case configuration, all else being equal? :)

Case capacity

It has to do with the case capacity. The internal volume of the case. A larger case takes more powder to reach the same pressure as a smaller case.
